The rules for jumping these sort of fences have been modified once or twice over the last few years leaving some uncertainty about what constitutes a clean jump between the flags and what would incur a run out or refusal.  The FEI have issued a document  which gives clear direction on the matter.

The document  also gives instruction on the position of fence judges  and cameras to get the clearest view.  Also included is advice for officials at this sort of fence to use their phones to video each horse in case there is any doubt or subsequent dispute about penalty scores.  Last season there were some notable delays in finalising scores  after run outs were given and then appealled, notably at Badminton  and also the World Equestrian Games.
